社會主義(英語:socialism)是一種政治社會經濟哲學,包括各種以社會共有英语social ownership生产资料為特點的經濟社會體系英语social system[1][2][3][4][5][6][7][8][9][10]其中,社會共有生產資料可以透过国家拥有集体拥有英语Collective ownership工人自治劳工合作甚至公民持股达成。虽然社会主义种类千千万万,没有一种定义可以概括,[11]但是每一种都认为应该由社会控制生产资料[5][12][13]

社会主义按是否拥有市场可分为两种。[14]不带市场的社会主义将要素市场金钱剔除,资本主义下的价值规律也不復存在,它往往主張政府對經濟的計劃。这类社会主义追求避免资本积累英语Capital accumulation、追求利润造成的浪费、不公平和金融危机[23]相反,所谓市场社会主义强调在社会拥有的企业和资本分配中保留金钱、要素市场甚至利润动机的作用。这些企业的利润可以選擇直接由雇员控制,或者選擇以社会红利的形式发给全社会,以提升社会福利以及促进公共事业的发展。[24][25][26]社会主义计算争论讨论了社会主义内的资源分配方法和可行性——例如有社会主义者认为,资源分配[27]应该基于一个通用的体力劳动指标或者是直接基于劳动时间[28]。作为一项政治运动,社会主义的政治哲学主张从改良主义革命社会主义均有分布。如国家社会主义主张推动生产、分配和交换全方位的国有化来实现社会主义;自由意志社会主义倡导工人传统地控制生产方式,反对国家权力来进行管理;民主社会主义则透过民主化进程来谋求建立社会主义。现代社会主义理论始于19世纪知识分子工人阶级发起的批判工业化私有财产政治运动。早期的空想社会主义者,比如罗伯特·欧文曾试图建立一个自给自足并脱离资本主义社会的公社;而圣西门则创造了名词socialisme,提倡技术官僚与计划工业的应用。[29]马克思恩格斯共同设计创造了一个除去导致不合格与周期性生产过剩的无政府状态和资本主义生产的理想的社会制度[30][31]。一个地区,谁拥有所有货币的百分之几,就相当于能拥有所有物质的百分之几。这也是通货膨胀与紧缩的原因。谁恶意抬高物价多赚百分之几,这就是资本主义剥削原理。马克思等人的初衷就是要消灭这种不公平的剥削制度。以上所述的资本主义剥削方式让资本家不劳而获地积累大量不应得的财富,也导致资本主义国家富者越富,穷者越穷。贫富差距越来越大。这种资本主义剥削制度只对少数资本家有益,而对大部分民众无益,但资本主义国家当局支持这种制度,这就形成了资产阶级专政。其执政的政党也就成为了资产阶级政党,这是其阶级性质。

词源[编辑]

“社会主义”一词的词根源自拉丁语sociare(社会),意指联合或共享。罗马和后来的中世纪法律中与之相关的较为专业的术语是societas。这个词既有同伴关系和友谊关系的意味,也意指自由人之间基于一致同意而订立契约的一种法律观念。古希腊的哲学家亚里斯多德说人天生就是城邦制动物。在此基础上,由自由的独立个体的人之间组成的社会,其成员应该拥有公平,平等地位,“社会”(social)一词有着两种清楚分明的含义,这两种含义都暗含了“社会主义”一词较为晚近的用法。“社会”既可以指自由的公民之间的一种较为正式的法律上的契约关系,也可以指同伴和伙伴之间的一种情感关系。[32]

起源[编辑]

关於社会主义的起源存在争议,但是与保守主义自由主义比较则简单得多。关于社会主义的起源存在以下两种说法。第一种说法包含着一定的背景,通常是从早期现代的各种观念运动来探讨社会主义论题;第二种说法主要认为社会主义思想起源于法国大革命时期。第一种说法中,有两个人经常被提及,一个是托马斯·莫尔爵士,因为他写了一本书叫《乌托邦》;另一个是再浸理论者托马斯·闵采尔。德国马克思主义元老卡尔·考茨基的《托馬斯·莫爾和他的烏托邦》一書試圖證明這一說法。在此同一时期的另一个可追踪的根据是英国内战。在这样的阐述中,像平等派掘地派等团体常常获得高度评价。例如,克里斯托弗·希尔对掘地派领袖温斯坦莱的评价如下:

温斯坦莱创立了一种19世纪和20世纪的社会主义和共产主义才会有的集体主义理论。温斯坦莱抓住了现代政治思想中的主旨:国家权力和财产制度与支持这种制度的思想体系有关。他主张以对共同体的关注来取代竞争或革命。他也坚持认为,如果没有经济上的平等,将不可能会有政治的自由。从这个意义上说,他也算是一个现代人。

不过这种分析似乎存在问题,部分是因为当时并不存在着与19世纪和20世纪的社会主义相等同的信念。在社会主义观念是否比“社会主义”一词出现更早这一观点上,人们可能会产生一定的争议。然而,掘地派论者中的神学与文化的内涵显然被忽略了。

第二种说法聚焦于法国大革命刚刚发生后的那段时期。一些学者对它与工业革命之间的相互作用也进行了一定的探索。利希海姆(Lichtheim)对18世纪90年代的评论是这样的:“社会主义历史一定起始于法国大革命,简要地来说是因为法国是‘空想社会主义’和‘空想共产主义’的摇篮。而且这两股思潮都产生于1789年到1799年的伟大革命期间。”大革命是一种严肃的考验,“社会主义”一词以及自觉坚定的支持这种意识形态的社会运动都经历了大革命的考验。所以这些现象在大革命时期和大革命之后都能找到它们的根源。企图透过激进的社会和政治行动来扩展民主、权利、正义和平等的尝试,尽管没有带来什么善意的结果,但对全世界思想却产生了很大的冲击,这种冲击一直延续到今天。法国大革命是自从1453年拜占庭帝国被奥斯曼土耳其灭亡后,欧洲各国发展各自经济、政治、军事时,社会主要矛盾的总爆发,古希腊式的民主政治揭示了,人、社会、国家、民主之间根本关系。人是社会关系的总和,国家的主体,人类终究会战胜社会关系的束缚,充分体现人是自我的主宰。[33]

空想社会主义[编辑]

空想社会主义最早见于16世纪托马斯·莫尔的《乌托邦》一书,盛行于19世纪初期的西欧

空想社會主義者認為社會主義的理想社會應該建築在人類的理性正義的基礎上。這種社會至今還未出現,是由於人們不認識和承認的緣故。他們覺得只要有天才掌握了這種思想,並推廣開去,就能實現他們心中的理想社會。空想社會義者反對資本主義,並認為資本主義的剝削制度是由於人類在道德法律上犯了錯誤,背棄了人類的本性的緣故,他們的目的是要消滅這種錯誤。

所有空想社會主義者都批判資本主義制度,並確信資本主義應當為社會主義所代替。莫爾揭露了資本原始積累,痛斥了剝奪農民土地的圈地運動,指出這是羊吃人。聖西門把無政府狀態稱作“一切災難中最嚴重的災難”,認為經濟自由必然導致這一狀態。傅立葉認為雇傭勞動制度是“恢復奴隸制度”,資本主義工廠是“溫和的監獄”。歐文抨擊了資本主義私有制,認為私有制是一切階級之間紛爭的根源。他揭露了資本主義制度下的階級剝削關係,工人創造了巨量的社會財富,卻被工廠主、商人、銀行家、經紀人、收租者、食利者以及達官顯貴所瓜分。

大多數空想社會主義者都主張實行“財產公有制”,但各有見解。莫爾等把財產公有制理解為生產資料和消費品都公共佔有。摩萊裏、歐文等則理解為除日常生活品以外的財產的公共佔有,即是生產資料的公共佔有。少數空想社會主義者如聖西門、傅立葉在自己的理想社會中保存了生產資料私有制,這是資產階級傾向的明顯表現。一些空想社會主義者也提出了計劃經濟的思想。聖西門主張,在實業制度下要有計劃地組織生產,徹底根除無政府狀態。

16至18世紀的空想社會主義都帶有不同的禁欲主義色彩,有的甚至公開鼓吹戒絕一切享受的、苦修苦煉的斯巴達式的生活。到了19世紀初期,禁欲主義已經失去得以存在的條件,這時的空想社會主義者批判禁欲主義,對未來理想社會的高度物質和文化生活水準作了富有吸引力的宏偉想像。

托馬斯·莫爾開始,許多空想社會主義者都注意到解決城鄉對立、腦力勞動和體力勞動對立的問題。罗伯特·欧文主張,把城市和鄉村結合起來,把工業和農業結合起來,把腦力勞動和體力勞動結合起來。

空想社會主義的發展經歷了3個階段:16世紀至17世紀、18世紀和19世紀初,共經歷了300多年。3個階段的社會和歷史條件各不相同,無產階級的發展水準也不同。

16世紀至17世紀,空想社會主義者提出了“實行公有制”、“人人勞動、按需分配”等社會主義基本原則,但對社會主義的設想還只是一個粗糙而簡單的輪廓。

18世紀,這時期的空想社會主義者開始對社會主義進入理論探討和論證階段,並用“法典”形式作出明確規定;對資本主義私有制進行了批判,認為私有制引起經濟上的不平等、進而導致政治上的不平等 ;當具備初步的階級觀點後 ,主張實行絕對平均主義的、斯巴達式的共產主義;在設計未來理想社會時,以農村公社和手工工廠為原型,主張在封建制度崩潰後,在農村公社和手工工廠的基礎上建立社會主義;贊同君主制、終身制、家長制等。

19世紀30和40年代,空想社會主義發展的頂峰時期。由於英國工業革命歐洲大陸迅速發展,資本主義制度的弊端日益暴露,這時期空想社會主義者對資本主義的社會制度、政治制度和道德觀念進行了批判;理論上,提出政治制度的基礎是經濟狀況,指出私有制產生階級和階級剝削;設計未來理想社會主義制度時以大工廠為原型,完全拋棄了平均主義和禁欲主義

共產黨宣言

科学社会主义[编辑]

科學社會主義馬克思恩格斯的學術觀點,它從科學的角度認為,社會演變成私有制的阶级社會,並不是人類犯錯而背離本性(空想社會主義),而是“社会劳动生产力,首先是科学的力量”(馬克思),發展到一定程度的結果。19世紀,社會主義在批判近代資本主義之基礎上產生[34]:3。人類社會因為生產力的不斷發展,最終都要走向「按勞索需、各盡其能」的科學社會主義的理想中去,馬克思主義認為資本主義制度在社會發展的歷史上起了一定的進步的作用,它推翻了相對陳舊的封建社會。社會主義是資本主義共產主義之間的過渡阶段,社會主義革命能夠成功和發生,也是因為資本主義社會為革命提供了必要的物質(生产力),社會主義需要有發達的資本主義作基礎才能實現。

馬克思和恩格斯認為,無產階級和資產階級不單有對立關係,還有繼承關係。在繼承關係中,無產階級必須要把資本主義社會所創造的全部生產關係和生產力繼承下來,如果不繼承這種高度社會化的生產關係,就不能從根本上消滅因為社會生產力不足而導致的貧富兩極化的私有制。

馬克思與恩格斯认为「歷史不外是各個世代的依次交替,每一代都利用以前各代遺留下來的材料、資金和生產力;由於這個緣故,每一代方面在完全改變了的條件下繼續從事先輩的活動,另一方面又經由完全改變了的活動來改變舊的條件。」

根据马克思对社会发展的预言,人类社会的发展,在资本主义社会极大发展、生产力空前提高之后,工人阶级无产阶级)藉由暴力革命获得政权,从而实现生产资料的公有制。这样的社会形态被称为社会主义。(《共产党宣言》)是馬克思的政治观点,在君主独裁时代藉由暴力获得政权,是当时人类社会在社会发展中唯一的施政途径,随着社会生产力进一步发展,原有的生产关系、分配结构所造成的政权内部瓦解,相对于从外部施加暴力迅速有效。从最后实现物质生产极大丰富、产品按需分配的角度,符合生产力发展要求的生产关系、分配结构的国家才能最终进入共产主义社会。

而事实的历史发展中,在苏联、中国等一些资本主义尚未获得极大发展的发展中国家里,自称马克思主义政党的共产党采用了恩格斯的暴力革命的政治观点,发动无产阶级工人阶级)、农民阶级武装暴动取得了国家政权。同时这些国家的共产党未继承资本主义的极大生产力的社会生产关系、生产资料、分配结构。反而根据这些国家原有的中央集权主义思想和传统,建立了苏联模式的社会主义。在马克思主义的基础之上,衍生出了列宁主义斯大林主義托洛茨基主义毛泽东思想胡志明思想铁托主义霍查主义卡斯特罗主义格瓦拉主义欧洲共产主义等等。

苏联的区别[编辑]

  1. 建立历史背景条件:马克思预言的社会主义建立在资本主义极大发展、资本主义生产力空前提高的前提下;而苏联模式的社会主义建立在沙皇俄国的一战战败,资本主义尚未充分发展,农奴经济色彩依然浓烈的条件下。
  2. 政府组织模式:马克思预言的社会主义建立在空前发达的资本主义基础上,所以马克思预言的社会主义继承了资本主义原有的民主体制,马克思的社会主义民主是比资本主义的民主更加民主的政权组织方式;而苏联模式的社会主义政权组织模式未发展资本主义原有的民主、政治、经济、法制,其主要表现在中央政府高度集权。
  3. 国际背景:马克思预言的从资本主义过渡到社会主义再过渡到共产主义是一项涉及全人类不可逆转的工程,马克思认为工人阶级的政权将会将整个人类带入新纪元,也就是说,如果进入共产主义社会,那么将会使全体人类共同进入,实现消灭贫富差别;而苏联模式下,斯大林首先修改了马克思的理论,认为共产主义在一个国家范围内也是可以建立的。

苏联的共同点[编辑]

  1. 夺权模式,采用暴力革命夺权。
  2. 经济形态,都采用公有制经济,苏联还特别实践空想社会主义所提倡的计划经济体制,中国在1978年以前也沿用类似苏联的计划经济体制。

国家社会主义[编辑]

有观点认为国家社会主义主要在十九世紀下半葉起,由俾斯麦开始在德國境內推行的一套意识形态融合国家主义與社會主義的社会福利体系,主张国家至上,也许并不认同民主体制。国家社会主义在历史上唯一的一次實現形式是由德國国家社会主义德国工人党(即纳粹党)推行的納粹主義。不过关于纳粹主义是否就是国家社会主义,还只是国家社会主义的一个流派,学术界目前仍有争议。納粹主义中的「社会主义 」,其实是一种国家垄断资本主义。希特勒所代表的民族社會主義德国勞工党的一系列政治與經濟制度一體化的政策,將德國全國進行重整,社會各部納入各黨組織,如德意志劳工阵线與其他從屬於黨組織的全國與地方性社團,在某種程度上多少帶有社會主義的色彩。在融入了民族主义元素后也主张以民族为人类群体生活之“基本单位”,宣扬种族优越论,认为雅利安人为最优秀的、对人类进步唯一有贡献的民族。认为“优等种族”有权奴役甚至消灭“劣等种族”,以作为形塑特定文化与政治主张之理念基础。在意识形态方面,以明确的准则为基础界定民族,以自其他民族区别,鼓吹社会达尔文主义,歧视与之不同的民族。宣称雅利安—北欧日耳曼人是上苍赋予了“主宰权力”的种族,主张世界是弱肉强食、优胜劣汰的丛林,各民族必须在激烈的生存竞争中求胜,实行对外侵略扩张,力主以战争为手段夺取生存空间,建立民族世界霸权。

民主社会主义和社会民主主义[编辑]

民主社会主义是指民主宪政之下的社会主义经济,而社会民主主义则是对资本主义的社会化改良。

社会党国际是社会民主主义者和民主社会主义者共同的国际组织。按法兰克福宣言所言[35]

社会主义谋求用这样一种制度来代替资本主义。在这种制度下,公共利益优先于私人利润的利益。社会主义政策的当前经济目标是充分就业,增加生产,提高生活水平,实行社会保障和推行收入与财产的合理分配。

社会民主主义者提倡和平改良社会,反对暴力,又提倡混合经济,不反对私有制[36]民主社会主义者要激进一些,他们通常主张更高的公有制经济比重和更高的社会福利。两者都把工会作为自身的群众基础,都不侵犯财产私有。两者都认为,没有自由就没有社会主义,社会主义只有透过民主才能实行,政治上提倡不同思想的党派共存[37][38]。当今的世界上,社会民主主义和民主社会主义在欧洲拉丁美洲南亚比较盛行。

修正主义[编辑]

苏联在60年代实行的反个人崇拜整风,对斯大林的批判与增加丰富人民的生活引入部分资本主义的文化被中华人民共和国认为是修正主义[39][40]并与苏联交恶。

苏联的修正主义在一定程度上表现为对苏联模式的修改,要求各社会主义阵营国家成为苏联的修正主义一部分,共同分摊其改革成本。同时武力干涉、禁止各国独立发展符合本国的经济、政治模式。如原意大利共产党总书记陶里亚蒂意图脱离苏联控制,他在共产国际“七大”上发言认为,各国共产党人拥护共产国际的共同路线和“在一切行动中和一切问题上完全一致”是可以分开考虑。相同情况还有铁托等。

中国特色社会主义[编辑]

中国共产党在中苏交恶时期就开始被社会主义阵营指责为“修正主义”;文革时期,中共提出标语“彻底批判赫鲁晓夫式的修正主义建党路线”,以此反对党内的走资派文革中后期,阿尔巴尼亚劳动党也指责中国共产党和毛泽东为“修正主义”。尼泊尔毛主义领导人也曾经指责中国是“修正主义”。

20世紀初期,社會主義開始傳入中國,有部分人受到無政府主義影響[34]:3。在中国,马列主义组织和国家主义组织的源头可以追溯到少年中国学会。少年中国学会由李大钊王光祈曾琦李璜等人1918年发起在北京成立,1923年总部迁到南京。1917年俄国发生十月革命建立苏联给少年中国学会带来影响,1921年少年中国学会在南京召开第二次年会,马列派的邓中夏恽代英等人和国家派的左舜生陈启天等人因政治分歧发生了激烈的争论,到1925年第六次年会后走向决裂。五四運動新文化運動,中國人開始較嚴格引入科學社會主義[34]:3。马列派的李大钊陈独秀筹划创立中国共产党,主张馬克思主義,1921年正式成立,早期骨干为少年中国学会成员。国家派的曾琦李璜左舜生陈启天等人则在1923年成立了中国青年党,主张国家主义。以后中国共产党势力发展壮大,1949年夺得政权建立了中华人民共和国,最初奉行马列社会主义,经过二十多年的探索,中国共产党认识到社会主义的本质,是解放生产力,发展生产力,消灭剥削,消除两极分化,最终达到共同富裕,一切的事情皆以三个有利于(是否有利于提高社会主义国家的综合国力,是否有利于提高社会主义社会的生产力,是否有利于提高人民的生活水平)为标杆,所以中国开始实行改革开放,引入市場經濟,称为中国特色社会主义。因为中国国家支柱行业都在国有资产绝对控制之下,也就形成了以公有制主体的市场经济。

生产资料所有制由1956年公有制经济(集体制、国营制)到现在的公有制经济(集体制国营制)和私有制经济(个体,民营,外资,台资,港资)股份制,合资 的转变。 由政府计划经济固定价格到引进外资、市场价格自由浮动,政府強烈控制的市场经济。

由过去政府统一分配工作到1988年的自主选择工作。市场职位需求主导。

1978年提出了住房商品化、土地产权等观点。1980年9月北京市住房统建办公室率先挂牌,成立了北京市城市开发总公司,拉开了房地产综合开发的序幕。1982年国务院在四个城市进行售房试点。 在国家的控制之下,也诞生了一批国企“环保钉子户”。[41]由此而导致的一些问题,仍然被持续关注。

需要注意的是,由於中国特色社会主义宣扬阶级调和、实行市场经济、發展私有制的生產關係,因此部分社會主義學者认为其背离社会主义。

可持续发展社会主义[编辑]

可持续发展社会主义旨在实现社会、经济和环境的协调发展。这种社会主义主张,要在追求经济发展的同时,充分考虑自然生态系统的保护和可持续利用,坚持人与自然和谐共生的理念。

为了实现可持续发展社会主义,需要采取一系列的政策措施,例如优化产业结构,推广节能减排和循环经济,加强环境保护和生态修复,提高资源利用效率和可持续性。

同时,可持续发展社会主义也强调社会的民主和法制建设,保障人民的权利和自由,加强社会的公共服务和社会治理能力,提高社会的文明素质和道德水平。

可持续发展社会主义的实现需要全社会的共同努力和参与,政府、企业、社会组织和个人都需要积极推动这一目标的实现。只有在可持续发展的基础上,社会才能更加和谐、稳定和繁荣[42]

批评[编辑]

对社会主义的批评有多种观点,由于社会主义有多种模式,许多批评仅仅集中于社会主义的特定类型。

经济自由主义者右翼自由意志主义者生产资料私有制和自然实体或者道德权利那样的市场交易看作是他们的自由和解放理念的核心,而且把资本主义的经济动态看作是不变和绝对的,所以,他们觉得生产资料中的公有制合作社和计划经济是对自由的侵犯。[43][44]

奥地利经济学派人士路德維希·馮·米塞斯,一个经济体系不利用金钱、经济核算和市场定价将不能有效定价资本货物和协调生产,因而社会主义是不可能实现的。因为缺少必要的信息以率先实行经济核算。[45][46]其他对社会主义体系的集中批评基于计划经济是建立在分散的知识的利用上。社会主义在这一观点中不可能实现是因为信息不能被中央机构集中到一起并有效用于对整体经济制定一个计划,因为这么做会导致扭曲或缺乏价格信号[47]

许多对社会主义的经济学上的批评集中于苏维埃式的计划经济的实践。他们指出计划经济下的企业运作缺少預算線降低了对企业的激励有效的行动的信息,进而降低社会的整体福利。[48]

其他人基于新古典经济学的对社会主义模式的经济学上的批评在于他们依赖于对經濟均衡和柏拉图效率有问题且不切实际的设想。[49]

《从资本家手中拯救资本主义》一书在第二章开头提到社会主义的问题:“以马克思和恩格斯为代表的社会主义者认为,要限制资本所有者的权力,办法就是由国家掌握权力,并且剥夺作为生产资料的一切私有财产。但这个方法的结果更糟糕。在社会主义国家。财产所有者原有的权力转移到国家手里。在理论上,国家是公道的,是为工人的利益服务的,然而在实际生活中,国家却是为当权者们的利益服务的。而且社会主义国家的政府官员对于普通工人的支配权力,即使同资本主义国家里最贪婪的资本家比起来,都不知还要大多少倍,这是因为社会主义国家政府能够直接控制竞争的程度,而资本家却不容易做到。”
