2024年3月17日，古巴第二大城市古巴聖地亞哥開始爆發抗議運動[2]，民眾抗議政府面對糧食短缺和停電無能的表現[3][4]。
該國正在經歷自20世紀90年代初最嚴重的人道危機[5]，與此同時古巴共產黨指責目前古巴的人道危機是因為美國對古巴的禁運造成的[6]。古巴指控美國煽動騷亂，而美國認為這項指控完全是子虛烏有[7][8]。
