金融穩定委員會（英語：Financial Stability Board，縮寫：FSB），成立於2009年4月，專門性的國際組織，負責對全球金融體系進行監管並提出建議。 作為2009年20國集團倫敦峰會所設立之金融穩定論壇的繼承者，其成員自然包括20多個國家的央行、財政部與金融監管機構，以及各主要國際金融機構與各專業委員會。

歷史沿革[編輯]

1997年7月，亞洲爆發金融風暴，一直持續到1999年始現平息之勢。在此背景下，於1999年4月，七大工業國組織於華府設立了金融穩定論壇（FSF），旨在加強全球金融監管方面的訊息交流與合作，進而維護全球金融體系的穩定。

到了2007年，金融海嘯爆發，並於2008年9月後愈演愈烈，引發全球經濟衰退[3]。於是到了2009年4月2日，20國集團倫敦峰會舉行，與會各國領導人一致認為，隨着新興市場國家對全球經濟增長與金融穩定的影響日益顯著，金融穩定論壇的成員應接納各新興經濟體，如中國、巴西、印度等，同時決議設立金融穩定委員會（FSB）來作為全球性的金融監管機構[1]。同年6月26日，金融穩定委員會在瑞士的巴塞爾舉行成立大會，翌日27日正式開始運作[4]。

2012年11月19日，在全球「影子銀行」規模不斷擴大的背景下，金融穩定委員會呼籲各國央行及監管機構加強對「影子銀行」的監管，以防範其對金融穩定構成潛在風險[5]。

金融穩定委員會致力於維護金融穩定，保持金融業的開放性和透明度，落實國際金融標準（包括12個重點國際標準和規範），接受定期的同行評審，並為國際貨幣基金組織及世界銀行等金融國際組織提供評估規劃報告[6]。

職能[編輯]

金融穩定委員會的職能為[7][8]：

  1. 評估全球金融系統的漏洞，確定其解決方案，並監督其實行；
  2. 統籌推進各金融穩定主管單位進行交流與合作；
  3. 對市場動態進行監管並提出優化建議；
  4. 協調國際標準制訂機構的工作並提供優化建議；
  5. 評估國際標準制定機構的政策制定工作，以確保其工作是及時、協調及有效的；
  6. 參與監管機制的建立及設立準則；
  7. 為跨國界系統重要性金融機構風險管理應急機制制訂應急預案；
  8. 與國際貨幣基金組織進行合作，進行預警演習。

金融穩定委員會設立每年不定期不定點召開兩次[10]的全體會議（英語：Plenary）與常設的指導委員會（英語：Steering Committee），而在它們之下又分設三個常設委員會[11]，分別為脆弱性評估委員會（SCAV）[a]、監管和管理合作委員會（SCSRC）[b]、標準執行委員會（SCSI）[c]，後加設[12]資源預算委員會（SCBR）[d]及6個區域諮詢小組（RCGs）[e]。
